Oregon is not not the only State to offer a 529.  Most States offer a plan and many of them include tax benefits.  The real difference might be in the performance and cost of a particular plan.  Forbes published a map showing the costs over 18 years for an investment of $10,000 and some advice in 2016 on how to pick a good 529 College Savings Plan.  Of course Grads is designed for families that don't necessarily have $10,000 to put aside but still want to save and invest money overtime to help their students attain their academic goals.
